Today, Indianapolis says good-bye to a giant among men. Both figuratively and literally. Jim Waters was a servant leader of the highest caliber. I am heartbroken to learn of his passing today after a serious car accident a few days ago. From the moment I joined the City-County Council, when Jim was the East District Commander, I could see that he had the greatest of respect and admiration from both the rank and file officers, police hierarchy and the public at large. He literally put his heart and soul into everything he was involved with and had a genuine passion for his work and his fellow man.

Over the years, I've been fortunate to be able to count on him for advice. I will miss his counsel. I will miss his passion for problem solving. But most of all, I will miss his friendship.
Thank you, my friend, for always being there for me and our Great City. You will be sorely missed.
